I am trying to brainstorm and figure out many activity modifications that would be safe for a student with Hemophilia in an inclusive physical education setting. Any ideas?

You are in a tricky situation.
What level is the Hemophilia? Dr.'s usually classify it as either mild, moderate, or severe. For those who aren't familiar, Hemophilia is a blood clotting disorder, where bleeding, once it starts, is hard to get stopped and big bruises are common. Its a scary condition because a basketball to the head of a kiddo with severe Hemophilia could mean uncontrollabe bleeding to the brain, which would be life threatening. I would start by requesting a Dr.'s note as far as what limitations should be in place during PE. If the kiddo is responding to his treatments, perhaps there is no need for any safety adaptations beyond the norm. In the meantime, hopefully all versions of dodgeball are banned from your gym. I'd stick to individualized activities, fitness, and lifetime skills. I'm sure you already know this, but any tumble, even a minor one, means an immediate trip to the nurse's office. And keep that first aid kit handy. Best of luck.
