I am currently working on building a web page. Our district is pushing a certain program which is suited more for the high school (posting grades, progress reports, etc.) I am looking for something with a little more WOW! What programs, preferably free, are you using for Elementary PE web pages.

Scott, I wish that all the past web sites to design a web page were free,but the times have changed . There is a "thread" about this in the General Discussion link here on Sportime Community Discussion Group. Look for (my new webpage) and follow the thread.
Now,here are two ideas . One is from Tripod ( http://www.tripod.lycos.com ) and the other is http://www.blogger.com . From Tripod, there is a free plan that shows you what is free , but it has limitations . The same goes for Angelfire ,which is a Lycos based program. Here is what you can get :

As your message implied a Wow factor , well , that can be accomplished with nominal upgrades. You don't have to know (html ) as the site builder does most of the work. But, it would deem you necessary to learn some basic html tools.
The one at BLOGGER ( blogspot) is very good , and comes with an easy tutorial . I know there are more sites out there , but the bottom line is now they are fee based. The good news is that I learned so much and had fun doing it. Also, it it very easy to edit these web pages mentioned here. I like the flexibility of Tripod and the easy transition of Blogger . In any case , if you need any help with questions please give me a buzz .

Scott: Try Bloust.com . It is a free teacher webpage site. It is simple to set up. It is geared to classroom teachers but I have used the parts that work for me and then had it linked to our school page.
